The ICT and Social Trends Map 2021 concludes that digital tools must continue to be developed in the provision of care services

The Department of Social Rights and the TIC Salut Social Foundation have published the annual report to show the degree of digitalisation of the basic social service areas (ABSS). For the second year in a row, the results of the ICT and Social Trends Map are available to the Department of Social Rights as an instrument to determine the degree of use and deployment of ICT tools in social services. The purpose of these tools is to improve the efficiency and equity of the social services provided throughout the territory in view of the evidence that, over the last year, there has been an increase in requests to initiate procedures in electronic format.

Over an eight-week period, a total of 105 basic social service areas (ABSS) were surveyed throughout Catalonia. The profiles of the professionals surveyed were managers, coordinators and social care technicians. The response rate stands at 50%, with 53 ABSS having taken the survey. The study was conducted in the last quarter of 2021 and the results and conclusions are summarised in this report.

The conclusions drawn can be classified into two main categories: continuity and new recommendations. The former confirms the need to continue developing ongoing technology projects. The latter recommends the integration and deployment of new resources to aid the management of digital change and transition. The most relevant conclusions are set out below:

  • Provide ABSS with technological infrastructure to aid management and relationships with people who receive or request care through different work equipment: laptops, mobile phones and other smart devices.
  • Continue to improve the contents of the feedback currently given by the Department of Social Rights to the ABSS concerning the data collected by the basic social service areas manager (GABSS) in order to adapt it to their needs and possible usability.
  • Continue to work on implementing wSocial so the Department of Social Rights can cut down on data requests and extract data directly from the collection system.
  • Make progress with constructing eSocial, which will become the main technological platform of the Department of Social Rights and also local bodies.
  • Promote new ways of relating to citizens through the use of technology: websites or non-face-to-face channels (WhatsApp, SMS messages, e-mail, etc.).
  • Continue to make progress and improve interoperability between the IT systems of the territory’s social services through the use of a standardised common language, such as InterSocial.
  • Continue to promote the incorporation of new professional profiles such as digital informants and data analysts to meet needs that have worsened as a result of the COVID-19 pandemic.
  • Promote digital skills training for all ABSS professionals with the aim of increasing the use of ICT.
