Critic.CAT

A strategic procedure by the Department of Health to transform the critical care model, with the goal of improving the efficiency of intensive care services through the use of technology across the centers of the Catalan Health System (SISCAT).

This strategic approach represents a new national consensus embodied in the Critic.CAT project—an initiative aimed at improving the provision of intensive care services throughout Catalonia using a digitally driven care model. This technological improvement will facilitate the transfer of information and knowledge among all healthcare system actors involved in the care of critically ill patients, supporting decision-making, resource efficiency, and equity in the public system.

Transformation pillars:

  • Defining the management model and clinical protocols, with procedures to establish mechanisms that support decision-making based on patient needs, available resources, and clinical guidelines.

  • The departmental system for internal and integrated management of critical care units within SISCAT centers.

  • The creation of a shared data repository integrating all information systems and devices for standardized data exchange.

  • The analytics unit, focused on exploiting and analyzing data to evaluate and plan critical care services.

  • The critical care management center, which centralizes information to support decision-making based on professional profiles.

Governance and involved actors
The governance model is structured around a Steering Committee, composed of the Healthcare Directorate and the Information Systems Directorate of the Catalan Health Service, together with the Directorate General for Health Planning and the Directorate for Innovation and Transformation of the Department of Health.

An Advisory Committee made up of experts and specialists will also be established, along with an Operational Committee. This will be coordinated by the TIC Salut Social Foundation and include healthcare area leaders and management from service-providing entities in the Catalan health ecosystem, such as the Catalan Health Institute, La Unió, the Catalan Health and Social Consortium, and SEM. The Operational Committee will also include three strategic health plans: Sepsis, Cardiovascular Diseases, and Cerebrovascular Diseases.
